摘要
目前，全国各地都在陆续开展城乡电网的建设和改造，规模空前，任务艰巨，投资很大，时间较长。在进行此项工作中，必会牵涉一系列的技术原则问题，需要进行深层次的探讨，才能明确方向，少走弯路，加快步伐，并节约投资。文章围绕当前城乡电网建设和改造中的一些技术热点问题（如城网建设与改造的技术原则、电压等级、配电网中性点接地方式、避雷器和配网自动化等）提出见解。
At present, large scale constructions and renovations of urban power networks are being carried out one after another in China, it would be an arduous and long-term process and requires large amount of investment, otherwise, many technical principles will be concerned. Some opinions on technical problems in the construction and renovation of urban power networks are put forward to avoid detours, speed the progress of the tasks and save the investment.
