Taxing Issues for Property Owners

摘要 对居民住房征税,中国政府已准备六年有余。但时至今日,面临的问题和争议,不是变少,而是更多。 Six years into the levy preparation process, debates are continuing over the Chinese government's plan to levy taxes on all property owners. The government is counting on the proposed tax to provide a stable revenue source for local governments, which would help them strengthen public service capacities. However, with housing prices skyrocketing and income gaps widening, new complications have emerged. The public is questioning whether local governments should impose the tax. Some also note that local governments already pocket profits from the auctions of high-priced land that's later developed for housing or commercial property. The government faces technical challenges over designing a tax structure, creating a property database and building evaluation systems. But scholars say technical hurdles are far less complicated than the deeper issues surrounding government efforts to balance the interests of various parties.
