摘要
根据我国的国情．跨世纪国土开发战略应是“立足平原。上山下海”。我国海洋生物资源潜力巨大．如果提高科学技术和科学管理水平．海洋生物资源完全可以成为下一世纪我国重要的食物来源和战略后备基地。但是随着过度捕捞和沿海的不合理开发利用活动．其生态环境问题日益突出．海洋生物资源已受到严重破坏，必须对海洋生物资源的可持续发展足够重视。提出了实施海洋生物资源甲寺续利用的对策。
