小国是海洋大国．随着陆地资源的日趋紧张、大力开发利用海洋资源．积极发展海洋经济已是大势所趋。从海洋资源条件及开发利用现状、地区经济的不平衡发展、产业结构及布局、科技进步的作用等方面进行了分析。认为海洋经济发展潜力巨大．它将成为国民经济发展的新增长点。
