摘要
透视１９９８年南北洪水，通过对自然背景因素、人口因素、防洪工程现状及经济能力限制等的系统分析，指出在今后３０～４０年间，我国防洪事务将面临空前严峻的挑战。防洪事务是一项涉及广泛的社会工程，应着力协调与解决地区间合作、行业间协调、投资及宏观经济格局调整等问题。我国未来防洪事务具有独特性，应推动社会创新，探索符合我国国情的防洪之路。最后，提出了面向未来防洪事务的亟待研究与解决的若干问题。
The paper studies the floods happened both in north and south of China through systematic analysis of the factors of natural background, population, flood control projects and economic strength, and points out that the flood control works in China will be facing serious challenge in the next 30 to 40 years. The flood control works is a kind of social project which involve a wide range of aspects, so it is ne cessary to strengthen regional coorporations, coordinate relations between trades and adjust investment and macroeconomic patterns. The future flood control works in the country will be distinctive, bring forth social creativeness, and explore a road to resist flood suitable to China's national conditions. Finally, it identifies certain pres sing issues awaiting to be studied and coped with in future flood control works.
