摘要
创业投资引导基金是国家鼓励创业的一项政策性基金,它的设立为创业企业的发展提供了有利的条件。各地在制定引导基金具体管理办法时要注重管理模式的选择。采用信托方式既可有效控制风险,又能保证基金的市场化运作。同时为了引导更多的民间资本,要注重保护民间资本投资者的利益,放松对投资者退出时间以及引导基金退出时转让价格的限制。
Venture investment guidiance fund is state-funded, aimed at encouraging venture capital investment which benefits the enterprise’s development .Local government should pay more attention on the management of the fund when they formulate administrative measures . The trust is a good choice for risk control and keeping the fund operate in marketization. In the same time, the administrative measures must take the interests of investors unofficial capital into concideration. Restrictions on the time for investors to withdraw funds and the transfer price can be released.
