摘要
农业科技特派员是现代生产要素向农村转化的重要枢纽,充分发挥其转化作用是解决"三农"问题的有效途径。本文抽样调查了四川省254名农业科技特派员,运用Probit模型,分析科技特派员特征、科技特派员制度和政策环境三个方面的因素对农业科技特派员工作态度的影响。研究结果表明,现阶段影响科技特派员工作态度的主要因素是科技特派员制度的完善程度和政策环境的保障程度。政府应主抓省级特派员,首选来自财力、物力丰厚部门的人员作为特派员,建立健全项目资金管理制度,同时要明确特派员收益合法性。
The agricultural sci-tech special commissioners system plays an important part in the modern production factors moving to the countryside. It is an effective way for solving problems about agricuhure, rural areas and peasantry. We took a sample survey of 254 agricultural sci-tech commissioners in Sichuan province. Using probit model, we analyzed the factors which influenced the agricultural sci-tech commissioners＇ work attitudes. The results show, at the present stage the agricultural sci-tech commissioners＇ work attitudes are mainly influenced by the system and policy factors. Therefore, we put forward some suggestions on the provincial special commissioners, such as establishing a sound project financial management system, and making agricultural sci-tech commissioners＇ earnings legitimacy clear.
