摘要
通过对中国城市交通发展历程的回顾与发展趋势的展望，分析了中国城市在新的发展时期城市交通问题产生的根源。要保持城市交通的正常运行，需要从一个新的角度，重新反思现行政策、解决问题的手段以及现行体制等对城市交通发展的影响。作者通过在实际工作中的经验和教训，提出要改变目前城市交通的状况必须至上而下进行全方位地进行体制改革，从现代城市交通的特点来认识城市交通。重视政策、规划、机构、资金、法制建设，规范交通市场，加强交通决策的技术咨询和培训以及提高全民交通意识。使中国城市交通适应中国经济发展目标和２１世纪中国可持续发展的战略。
Throughout the review of the urban transport development and its prospects in China,the paper analyzes the generators of urban transport problens under the existing developing stage.In order to have perfect operation of urban transport,it is necessary to review the existing policies and methodologies of problem dealing and present system that may affect the urban transport development from new points.The authors proposes to change the existing urban transport situations by reforming the system from top to down depending upon their practical experience.They suggest focusing on the policies,planning,institutions,funding,legislation,standards of transport market,technical consulting services and training for transport decision making to increase the consciousness of transport.In this case,urban transport in China is then able to fit the economic development objectives and sustainable development in the 21st century.
