摘要
我国公安工作虽经多次改革,但仍存在诸多弊端:观念陈旧、职能泛化、效能低下、素质不高等,致使公安机关面临困境,难以适应当前社会治安形势。在"整体政府"视野下,我国警务工作困境的成因主要有思想上的保守封闭、结构上的功能模式、体制上的双重领导三个方面。以"整体政府"理论为指导,推进我国警务工作改革,主要对策包括建立服务型警务模式、深化大部制改革、完善参与型警务模式和建设情报信息主导型警务运行模式等措施。
Although police work of our country has been reformed for many times,there are still disadvantages.For instance,the concept stereotype,function abuse,low efficiency and low quality,which consequently make public security organ confront the predicament,and hard to adapt the current social security situation.Under the perspective of WOG,the original causes of the predicament that police organ confronts,is that conservative thoughts,functional-organization model,the double-leadership system of the three aspects.To the ＂Whole of Government＂ as the guide,promote the reform of police work accordingly,the main countermeasures include constructing service policing model,promoting the giant department reform,perfecting participatory policing model,and establishing intelligence and information oriented policing modeled.
