摘要
健全部门间协调机制,既符合世界范围内协同政府的发展趋势,也顺应了我国深化行政管理体制改革的需要。从当前我国政府部门间协调的现状来看,存在着协调启动、协调机构设置、协调过程的随意性以及对协调的监督与追责的缺失等问题。健全部门间协调机制,应该在大力精简议事协调机构和加强协调制度建设的同时,寻求从政府职能的配置上、组织结构的改造上取得根本性突破,为此,可以尝试进行决策的大部制与执行的分散化、专业化改革。
Improving inter-departmental coordination mechanism conforms to the development trend of coordinated government in the world and adapts to the new objective and requirement of China＇s deepening administrative mechanism reform.There exist in China＇s current inter-departmental coordination the following problems： random coordination start and coordination organization establishment,random coordination process,lack of coordination supervision and accountability.In order to improve inter-departmental coordination mechanism,we should cut redundant coordination organizations and strengthen establishment of coordination system.We should make a breakthrough from the distribution of governmental functions and reform of organization structure.We can try to practice big department system in decision and decentralization and specialization in implementation.
