摘要
"三农"问题是中国现代化过程中的重大问题,其中的一个重要方面就是农村治理的问题。新中国成立以来,在农村逐步形成了人民公社的治理模式,但是人民公社的治理模式并不能满足国家现代化的需要,所以人民公社的治理模式被村民自治所取代,对农村的管理方式也由国家对农村的全面的控制逐步转移到政府和村民合作治理,这是我国政治文明建设的一大进步。而治理只是体现了一个过程,善治才是治理发展的一种理想状态,所以,善治无疑应该成为我国农村治理的发展目标。
The three dimensional rural issues（agriculture,farmer and rural area）are important in the proc~ ~s of Chinese mod- emization. Among the issues, an important aspect is about rural administation. Since the People＇ s Republic of China was founded,people＇s commune has been gradually formed as the administrative mode in rural areas. However, the mode could not meet the requirements of national modernization. Then, the mode was replaced by villagers＇ self- administration, and the rural administration mode transformed from over- all national control to cooperative administration conducted by both the government and villagers, which was great progress in our construction of political civilization. Administration just is a process, while good administration is an ideal situation in administration development. Therefore, good administration will certainly become the goal of rural administration.
