摘要
随着卫星星座的迅猛发展,作为一个庞大的空间系统,卫星星座的运行管理是一个很大的难题。从星座维持控制、备份与阶段部署、自主导航和太空"交通"实时监测等方面论述了卫星星座运行管理的策略和技术方法,同时提出为了保证卫星星座的长期稳定运行,国家从整体利益出发制定政策规划也是非常重要的。
With the rapid development of satellite constellation, as a giant space system, its management is very hard. This paper discusses the strategy and method of satellite constellation＇ s management on the aspects of satellite constellation＇ s maintenance, backup and gradual deployment, independent navigation and real-time surveillance of space traffic. At the same time, this paper points out that it is very necessary to constitute policy and planning starting from the national benefit for ensuring the long and stable operation of satellite constellation.
