摘要
自从去年我国首期地方债——新疆债上市以来,各地地方债上市普遍遇冷,究其原因,地方财政困境对投资者信心的损伤是导致这一现象的根源所在。随着我国经济体制改革和现代化建设的推进,地方财政运行普遍遭遇困境,这一困境在全球金融危机后更为凸显,而为了保证地方债顺利发行,必须从地方财政困境这一关键因素入手,分析困境形成的多方面原因,提出切实有效化解困境的对策建议。
Since our first government bond—Xinjiang bond listed last year,the various places＇ local government bonds were given the cold shoulder generally.In the final analysis,local government filnacial plight hurt investor＇s confidence is the soure of the phenomenon.With our reformation of economic system,local finance generally encountered difficulties,this plight visualized increasingly after the global financial crisis.To ensure the local government bonds issue smoothly,we must form this important prerequisite,analyze the cause of this plight,and bring forward the countermeasure.
