摘要
可持续发展是当今世界发展的一种新模式，已成为全世界普遍关注的热点。本文阐述了可持续发展的基本观点。分析了影响我国水工业可持续发展的主要限制因素：（１）水资源贫乏与水污染严重；（２）水工业基础设施薄弱，传统的水工业对污染水处理难以相适应；（３）水工业管理存在多种问题。针对目前我国水资源开发利用和水工业发展现状及存在的主要问题，提出了我国水工业面向可持续发展的优化对策与途径；（１）保护水源，防治水污染；（２）开源节流，节约用水和提高用水效率；（３）建设可持续发展的水工业基础设施；（４）开发可持续发展的水工业工程技术；（５）强化水工业管理；（６）建立科学的水工业价格体系，发展水工业服务公司；（７）加强环保法制宣传与教育，提高公众的水资源意识和水工业可持续发展意识。这对于指导我国水工业建设健康、稳定和快速的发展具有重要的理论和现实意义。
Sustainable development is a new model of development in recent years and has become a hot point of discussion widely at home and abroad.In this article the authors expound the fundamental viewpoints of sustainable development and analyze the primary limiting factors which hinder the sustainable development of water industry in China:(1)poor water resource and serious water pollution;(2)weak infrastructure construction of water industry and the great difficulty in treating the polluted raw water by the traditional water industry technique;(3)the existing problems in water industry management.According to the current situation and existing problems in the exploitation and utilization of water resource and for the development of water industry in China,it is very necessary to put forward the ways and countermeasures for the optimization of water industry towards sustainable development:(1)protect water resources by preventing and controlling water pollution;(2)broaden sources of water income and reduce expenditure,save water use and improve water use efficiency;(3)develop the infrastructure for water industry towards sustainable development;(4)develop the engineering technique of water industry towards sustainable development;(5)intensify the water industry management;(6)establish rational price system of water industry and develop water service company;(7)intensify environmental education and law,raise the public ideas of water resource and water industry toward sustainable development.This is of both theoretical and practical significance in directing the construction of water industry in China towards rapid and healthy development in a steady way.
