摘要
自然作用的环境效应有其两面性,即破坏和改造环境。自然灾害是自然过程中的顶点事件,并造成对人类及其生存环境的冲击和破坏。致灾过程是环境系统中的物质和能量积累和释放过程,并以不同的强度和频率或成灾潜势而分类。灾害的识别和预测以及前兆事件的判定是自然灾害研究的核心。完善的预报系统和有效的抗灾对策是减轻灾害的环境影响的重要措施。灾害风险评估是损失分析的重要环节。全球性事件和极端事件对环境的巨大影响向人类发出警告。从而更突出防灾减损研究的重要性。
