摘要
安徽的农村土地流转具有起步早、速度快以及流转模式多元化等特点,在制度设计和实践探索方面积累了较多的经验,但同时也存在着诸如流转动力不足,土地资源配置效率低下,中介服务滞后,政府管理缺位等问题。为此,应积极改善土地流转的外部环境,明晰土地产权主体,健全土地交易载体,加强政府监管和服务,以更快地推进安徽农村土地流转朝着规范化、科学化和可持续化方向发展。
The farmland transfer in Anhui province has the characteristics of starting early and rapidly with multi - dimensioned models. Although lots of experiences are accumulated in the system design and the practical exploration, there are still some problems to solve, such as farmland transfer power insufficiency, low efficiency of disposition of land resources, the lag of intermediary service, the vacancy of government management and so on. For this reason, we should positively improve the external environment, make property right subject of land distinctly known, perfect land transaction carrier, enhance government supervision and service, so as to promote the Anhui＇s farmland transfer in a standard, scientific and sustainable way.
