摘要
教育系统商业贿赂潜规则主要表现为:认权不认人、熟人办事、办事要给好处、一切为了自己、利益均沾、权利期权等,其显著特点在于行为隐蔽、教育行业性强。对此应采取建章立制,变"潜规则"为"明规则";加强社会心理建设、文化建设,铲除潜规则生存的土壤;强化市场诚信建设等方法的综合治理。
The hidden rules in business bribe in the educational field are presented as follows. Power, instead of the person who does the job, is recognized;when an acquaintance handles affairs, he has to pay bribes; everything is done for the sake of oneself; every advantage must be taken and every power is pursued. Behaviour being concealed and prevailing in educational field characterize the business bribes. To cope with this problem, regulations must be set up to change ＂hidden rules＂ into ＂explicit rules＂, strengthen socio- psycho logical and cultural construction, eradicate the ＂soil＂ breeding the hidden rules and strengthen market credit construction.
