摘要
针对长江流域及其它大江、大河在１９９８年大洪水中暴露的问题，根据水利部的统一安排，长江委充分考虑了长江洪水及防洪特点，防洪工程现状，长江中下游地区的自然条件以及社会经济情况，编制了做好“平垸行洪，退田还湖；加固干堤，疏浚河湖”的流域治理专项规划。确定了“平垸行洪，退田还湖”的范围和原则。今后２～３年内长江干堤的设防水位仍宜按照防御１９５４年型洪水标准确定，并应根据堤防保护对象的重要性及堤防失事后的影响程度，将长江中下游堤防分类进行建设。疏浚河湖应重点疏挖淤积严重的洞庭湖区三口洪道、南洞庭湖洪道、四水尾闾洪道、鄱阳湖区五河尾闾洪道。
In view of problems revealed in the 1998 flood in Yangtze valley and other major river valleys, some measures for reconstruction after the flood disaster were put forward at a state council working conference. These measures are “closing hillsides for forestation, returning exploited lands to forestry, removing polder dykes for flood running, returning cropland to the lake, providing construction work as a form of relief, building towns for resettlement, strengthening main dykes, dredging rivers and lakes”, and they are of great significance to speeding up the construction of flood control projects in the middle and lower Yangtze river areas. In line with the unified disployment made by the Ministry of Water Resources and in full consideration of characteristics of Yangtze river floods and the control, the status quo of the flood control works, natural conditions, social and economic situations in the middle and lower Yangtze river areas, the Changjiang Water Resources Commission has worked out a special planning for enhancing the Yangtze valley by “removing polder dykes for flood running, returning cropland to the lake, strengthening main dykes, and dredging rivers and lakes”. The scope and principle for “removing polder dykes for flood running and returning cropland to the lake” are determined. The flood control levels along the main dykes of Yangtze in the coming 2～3 years should still be determined according to standards capable of withstanding the 1954 type flood. Dykes in the middle and lower Yangtze river areas should be constructed in grades in accordance with the importance of the protected objectives and the effect extent of dyke failure in order to ensure the construction of key dykes. In dredging rivers and lakes, great importance should be attached to the seriously silting up floodways in the Dongting lake and Poyang lake areas.
