结合广西防汛通信的现状和各种通信手段的特点，提出广西防汛通信各种手段的布局、建设、应用以及相关网络的互联和管理的思想及原则。
Joining with the present situation and the features of every communication methods of Guangxi flood-proofing communication, the author put forth the train of thought and principle of layout, construction, application, interrelation and management of interrelated network.
