摘要
稳定与发展都是党和国家追求的目标,但两者之间不仅存在着正相关,而且存在着负相关。如何处理好稳定与发展的关系,把握好当中的"度",是我们党在建国以来始终关注的重大问题。60年来,我们有成功的经验,也有失误和教训。在反思中我们党逐步明确:稳定是发展的前提和保障,发展是实现稳定的真正推动力。为了保持中国未来的稳定与发展,必须在实践中继续破解稳定与发展的难题,思考建立稳定与发展的有效机制,特别是民众情绪排解机制、社会系统整合机制、社会冲突调控机制和社会自我管理机制。
That stabilizing and developing are the target of our Party and country, but, the relation between them are not only positive direction but also negative direction. How to handle relation between stabilizing and developing or to grasp middle ＂degree＂, is the major issue of our Party since in building up our new country. During the past 60, we have win success experience ,and have meet with the fault and the lesson . Our Party is step by step clear and definite ： stability is a prerequisite and ensures ,for developing, development is the real motive force being to realize stability. For keeping China stability developing in future,, we must continue resolve the difficult problem of stabilizing and developing in practice, think deeply that building-up the effective mechanism of stabilizing and developing, especially the mechanism include： the public mood resolving, society system integrating, society conflict regulating and controls, society airframe managing.
