摘要
本文认为，９０年代中期以后，中国经济进入多重转型阶段，即经济运行机制转型、支撑经济增长的要素转型、市场形态转型（买方市场形态的形成）和经济周期的转型，与此同时，在本轮周期的收缩阶段正好与因金融危机所造成的世界性经济收缩叠加在一起，使得中国经济进入一个新的转型和调整期。在这种背景下，政府的宏观政策不宜注重短期的经济增长目标，而应倾力于经济调整，为新一轮的经济增长期奠定基础。
Abstract The China's economy has been the developing stage since the mid
1990:The market economy in China has been built up,The produce of enterprise isn't based on
plan but market demand;The sources of growth have changed from low cost physical capital
and labour to the introduction of more advanced technology and improved organization and
administration of existing resources;The constraint of market demand to economy in China has
been enhanced. Now,the current recession of China economy has been caused by many
reasons.The Asian financial crisis resulted in the world economic recession,the domestric
market demand is short.the macroeconomic policy has to adapt new economic situation.The
macroeconomic shouldn't target the short term economic growth aim,but focus on economic
adjustment,and lay strong foundation for long term economic growth.After an adjusted for
business cycle,the productivity growth in China will be fast.
