摘要
为加强电网调度运行管理部门对直调电厂实时运行情况的调度管理能力,提出了直调电厂值长发电运行情况考核评价体系。介绍了该体系工作行为评价、发电调节评价、一次调频考核评价、控制性能标准质量评价及电力系统稳定控制器评价等5大功能以及考核方法,分析了该体系在广东电网应用的效果,运行结果表明该体系有效约束了直调电厂值长的发电调控行为,提高了直调电厂为电网公司所提供发电服务的质量。
To strengthen the management ability of power dispatching organizations for real-time operation of directly dispatched power plants, an assessment system for performance of shift charge engineers of directly dispatched power plants is presented. Five major functions and assessment means of the system are described, i.e. assessments of work behavior, generation regulation, primary frequency regulation, control performance standard （CPS） quality and power system stabilizer （PSS）. The application effect of the system in Guangdong power grid is analyzed. Practical operation shows that the system has provided an effective restriction on the generation control behavior of the shift charge engineer, and improved the service quality of directly dispatched power plants providing electricity for power grid companies.
