摘要
新型农民是新农村建设的主体和基础力量,培养新型农民不仅是新农村建设的必然要求,也是提高农民收入的关键,对缩小城乡收入差距具有极其重要的意义。通过分析城乡收入断裂现状,从传统农民思想观念、身体素质、劳动技能和就业技能四个制约收入增长的特质因素进行了探析,提出了加强文化建设,提高对农村公共产品投资的倾斜力度,积极推广农业先进技术,加大培训力度等对策建议,从而加快培养新型农民,增加农民收入,弥合收入断裂。
New-type farmers are the integral part and basic force of the new rural construction.Training new-type farmers is not only an inevitable requirement for the new rural construction,but also the key to increase the incomes of farmers.It is of great significance to minimize the income gap between urban and rural people.Analyzing the existing income gap,the bottleneck factors for the increase in farmers＇ incomes are found,i.e.,the traditional ideas,state of health,working competence and job skill.Some policies are therefore suggested with corresponding measures proposed to take so as to benefit the training of new-type farmers,such as strengthening cultural construction,increasing investment in rural public products,promoting actively the advanced agrotechniques and stepping up the effort to train farmers.
