摘要
工业地价是市场经济条件下价格体系的核心。地权市场发展滞后所导致的要素价格扭曲,是我国目前粗放型经济增长模式不断得以复制的主要根源。"地票交易"通过城乡建设用地实物资产的证券化,以指标交易为核心,能够从体制内优化城乡建设用地的结构失衡,实现土地和产业要素的优化组合。地票交易不仅能降低集体建设用地体制外流转的成本和制度风险,还能通过土地资产的货币化实现节省耕地的可持续发展模式。
The price of industrial land is the core of the price system under the market economy conditions. The distortion of price elements caused by the slow development of the land rights market is the main root for the continuous reproduction of China' s current extensive economic growth pattern. The "land ticket trading" , with the index trading as the core, can optimize the imbalanced land structure for urban and rural construction within the system and achieve the optimal combination between land and industrial elements through securitization of physical assets of land for urban and rural constructions. The land ticket trading can not only reduce the cost of loss and transfer of land for collective constructions outside the system and the institutional risks, but also achieve the sustainable development model to save land through the monetization of land assets.
