摘要
公共利益问题是多学科领域关注的重要论题。行政学界多从"公共性"存在的维度诠释其与"私域"的界限。对于公共利益的表达及其程度分析,人们主要确定了公共立法与执法的制度标准,于是政府组织、非政府公共组织就逻辑地成为主导性影响因素。事实上,随着公民社会的演进与发展,个体之"公民性格"的养成理应成为公共利益表达的基础性约定因素。本文通过对公民性格问题研究的简单回顾,讨论公民性格养成与公共利益表达程度之间的内在关联,以图证明公民性格在现代公共管理发展中的深层意义。
Public interest is an important issue which multi-disciplinary fields are concerned to.The people in the field of administration want to differentiate between public and private domain in the dimension of publicity existence.For the expression and the degree analysis of public interest,public legislation and enforcement system standards are identified by the people,so the governmental organizations and non-governmental public organizations are becoming to the dominant influencing factors in logical.In fact,with the evolution and development of civil society,cultivating civil character of individualist should be the basic agreement factors for the public interest.In this paper,through simply reviewing the study of citizens character and discussing the interlinkages between the cultivation of citizens character and the expression level of public interest,the main purpose is to prove the deep meaning of Citizens Character in the development of modern public administration.
