摘要
产业是区域经济发展的依托,区域产业协调发展是区域经济发展的重要保证。区域社会经济总体的耦合机制则是区域内产业耦合机制与区域间产业耦合机制形成的外部力量。作为一种软环境,区域劳动力的素质、基础设施环境、科研力量对于两种机制起到了增强作用,促进产业在一个更高层次的合作。区域产业耦合系统的建立和运行,必须以产业关联(前向关联、后向关联)为基础,为区域优势产业培育出完整的产业链。同时,区域优势产业的培育及发展必然要得到政府的扶植,要得到政策倾斜优惠。区域内的政府部门要通过集中区域资源,统一支配区域产业的发展,促进区域产业同其他要素的耦合。
Industry is a foundation of regional economic development, and coordinative development of regional economy is an important guarantee of regional economic development. While the coupling mechanisms of general regional and social economy are external forces of industrial coupling mechanism formed within and between regions. As a soft environment, regional laberem＇ quality, infrastructure environment, and scientific manpower can increase the role of two mechanisms and promote cooperation between industries with higher level. Establishment and operation of regional industrial coupling must cultivate complete industrial chain for regional industry of advantage based on industrial correlation （forward and backward correlations）. Furthermore, the development of regional industry in advantage needs support and preferential policy from the government. Hence, the government within the region should promote coupling of regional industry with other factors by means of centralizing regional resources and controlling regional development.
