摘要
目前,黑龙江省新农合制度体系及运行机制虽然基本形成,但在资金筹集方面还存在着一些不可忽视的问题,主要表现在低成本且有效稳定的多元化筹资机制尚未建立,筹资机制不健全,筹资环境有待改善,农民参合积极性不高等方面,筹资难仍然是制约新农合可持续发展的瓶颈。解决新农合筹资难问题,必须加强宣传,提高新农合的社会化程度,增强对农民的吸引力;要完善筹资机制,明确筹资原则;要加快立法步伐,为新农合的持续发展创建良好地监管环境。
Now although the new rural cooperative medical system and operational mechanism has been formed basically in Heilongjiang Province, some serious problems still exist in fund raising, which are that low-cost and stable financing mechanism is not established, financing mechanism unhealthy, financing envirorunent needs improving, and farmers＇ enthusiasm is low in participating in the new rural cooperative medical care. Difficulty in financing is also a bottleneck restricting sustainable development of new rural cooperative medical system. Hence, we must give more publicity to increase socialization of the new rural cooperative medical system and to attract more farmers＇ participation, improve financing mechanism and principle, and quicken legislation to create better supervisory enviromnent for its sustainable development.
