The paper introduces the definition of international shipping centers and, with a case study on London, illustrates its formation process, basic modes and essential conditions. It also details the strength of Guangzhou in the task as well as the difficulties in aspects of shipping radiating capacity, service functions, regional competition and financial policy environment, etc. Finally, it explores the specific construction measures.
