摘要
通过对突发事件、HMTE及应急管理特征和机理构成研究,初步建立了突发事件的二阶段变化机理体系—单一线性突发事件和多重非线性突发事件体系,并从系统内各要素相互作用特征的角度,分析了突发事件和应急管理机理的内在关系,构建了基于突发事件机理分析的应急管理机理分析框架,这对当前我国HMTE应急管理研究和实际应用具有普遍的指导意义。
Through studying the features and mechanism of the emergency management of hazardous materials transportation, the paper sets up a preliminary two-stage system of emergency response mechanism of single linear and multiple nonlinear emergencies, then from the point of view of the interactive factors within the system, it analyzes the internal relationship between emergencies and the emergency management mechansim and establishes the analytical framework of emergency management mechanism based on emergency mechanism analysis.
