摘要
随着我国行政体制改革的不断深入,行政组织文化对领导力越来越产生重要影响。这影响主要表现为:通过其外层文化对领导力的物化环境产生影响,通过其中层文化对领导力的制度环境产生影响,通过其深层文化对领导力的心理环境产生影响。为此,提出改善行政组织物化环境,提升行政组织形象;制定合理的行政组织规章制度,明确组织员工的行为规范;明确行政组织目标,树立高尚的行政理想和行政价值观;坚持以人为中心,提升行政组织成员的素质等措施以提升领导力。
As further transformation of administrative organization function and reform of administrative system, administrative organization culture plays a more and more important role in exerting the effect on leading power: effect of its outer part on the material environment of leading power, effect of its middle part on the system environment of leading power, and effect of its inner section on the psychological environment of leading power. Therefore, several measures are proposed : to improve material environment to lift the image of administrative organization, to make rational rules and regulations for administrative organization to specify behavior standards of personnel in administrative organization, to specify the objectives of administrative organization to establish lofty administrative ideals and value, and to stick to being people-oriented to enhance the quality of administrative organization members and ultimately to improve leading power.
