摘要
本文以比较优势理论为基础,运用效率优势指数、规模优势指数和综合优势指数3个指标,对全国各省(市、区)烤烟生产、河南烤烟与主要竞争作物比较优势进行了实证分析。结果表明,与其他产烟省(市、区)相比,河南烤烟生产仍具有较强的综合比较优势,但不及云南、贵州、福建、陕西、湖南和重庆,河南烤烟生产效率比较优势小于规模比较优势;与主要竞争作物相比,河南烤烟生产也具有较强的综合比较优势,但不及小麦、花生、芝麻和棉花,河南烤烟生产效率比较优势也小于规模比较优势。在此基础上,提出河南发展烤烟生产的政策建议,即搞好基本烟田建设,处理好烤烟与粮食生产的关系,推进烤烟区域布局调整,提高烤烟生产单位面积产量,创新烤烟生产组织方式等。
Based on the principle of comparative advantage,the comparative advantages of flue-tobacco production in Chinese provinces and municipalities,and flue-tobacco and main competitive crops production in Henan province are analyzed empirically through establishment of the index system of efficient advantage index（EAI）,scale advantage index（SAI）and aggregated advantage index（AAI）.The results show that：compared with other provinces and municipalities,flue-tobacco production in Henan province has still stronger comprehensive comparative advantage（CCA）,but is inferior to Yunnan,Guizhou,Fujian,Shanxi,Hunan and Chongqing.Moreover,the EAI of flue-tobacco production in Henan province is less than the SAI in the regional comparison.The flue-tobacco production has also stronger CCA compared with main competitive crops in Henan province,but is inferior to that of wheat,peanut,sesame and cotton production.In addition,the EAI of flue-tobacco production in Henan province is less than the SAI in the crop comparison too.Based on the analysis,some policy suggestions on developing flue-tobacco production in Henan province are put forward,e.g.,doing well basic farmland construction,dealing with the relation between tobacco and food production,pushing forward the district and layout adjust,enhancing yield per unit area,and innovating the production organization way,etc.
