The current drought and water shortage has been the important limiting factors of the sustainable development.Carrying out and implementing the Scientific Development View and promoting the water-saving agriculture play important roles in adjusting the agricultural structure,increasing farmers＇ income,improving the agricultural production and ecological environment,ensuring the national food security and speeding up the development of modern agriculture.
