摘要
运用系统科学的自组织涨落与分叉机制以及协同作用原理分析公共危机形成的机理。公共危机发生的实质可以看成是社会系统的各种突现分叉。作为系统的突现演化的自组织机制,不仅为公共危机管理的理论分析提供了一个新的视角,而且对公共危机管理的实践也具有重要启示。
In this paper,the author analyzes the system mechanism of public crisis formation with the fluctua-tion-bifurcation and synergistic reaction principle of self-organization theory,puts forward that the essence of public crisis can be regarded as a variety of bifurcation of social system and points out that the Self-organization mechanism,as the systems mechanism of emergency and evolution,has not only provided a new research perspective for the theory analysis of Public Crisis Management,but also has been on important enlightenment for the practice of public crisis management.
