摘要
随着我国现代农业的发展、农村信息化的推进和农民素质的普遍提升,农民对农业科技服务的需求越来越迫切,政府包揽提供科技服务的局面出现失灵。科技NGO因其自身的特殊优势,在参与农业科技服务过程中能够提高服务的质量和效率、满足农户个性化和多样化的需求、培育新型农民和提高农业科技服务的回应性。科技NGO参与农业科技服务的国际经验也表明,农业科技服务既需要政府的支持,更依赖于非政府组织的参与。因此,应当准确定位政府与科技NGO之间的合作伙伴关系,扩大科技NGO参与空间;适应农户多元化的技术需要,鼓励和规范科技NGO参与农业科技服务。
With the development of modern agriculture in our country, the advance of rural informatization and the large promotion of peasants＇ quality, peasants need more and more agricultural technology services, and the government can＇t take on all technology services. Participating the agricultural technology services, the NGO of S＆T have many advantages, such as improving the quality and efficiency of services, meeting the farmers＇ various needs, improving the quality of the peasants, training the New Farmers. We should encourage the NGO of S＆T to participate the agricultural technology services, ensure the partnering relationships between the government and the NGO of S＆T, enlarge the accessing space of the NGO of S＆T.
