摘要
根据世界环境与发展委员会关于可持续发展的定义，提出可持续发展是：区域ＰＲＥＤ系统协调运行，社会福利稳定增长和公平分配的发展．通过分析区域ＰＲＥＤ系统各子系统的特点和功能，指出区域ＰＲＥＤ系统的演变模式是一组组合的逻辑曲线；人口出生率、经济增长速度、产业结构、投资倾斜度、短缺性资源的分配以及“三废”的排放量等指标，是区域ＰＲＥＤ系统的主要调控开关．在探讨可持续发展原则的基础上，提出了实现可持续发展的基本途径．
The essay analizes the definition of the sustainable development by the world environment and development committee and points out that that the sustainable development is the coordinating operation of the regional PRED system and the development of the stabe increase of social welfare and fair distribution. After analizing the elemental features and functions of the regional PRED system, it points out that the evolution pattern of the regional PRED system is a group of composed logical curves. The birth rate、 the speed of economical growth、 the industrial structure、 the investment gradient、 the distribution of resources in shortage and the discharge index of the “Three Wastes” become the adjusting switch of the regional PRED system. On the basis of studying the principle of the sustainable development, it puts forward the main path to realize the sustainalbe development: a) birth rate control and populational quality improvement b) choice of preferential growth pattern. c) environmental policy of prevention as the main stream d) improvement of technical innovation and of rates of resources usage e) the lowsest welfare policy of per person.
