摘要
结合改革工作实践,探讨了计划生育综合改革与统筹解决人口问题面临的几个问题,指出:统筹解决人口问题是目标,而计划生育综合改革是实现目标的手段。计划生育综合改革牵涉到体制改革与机制创新,体制改革是自上而下,而机制创新则是自下而上,体制改革与机制创新是先后有序、上下联动、协调推行的过程。同时就计划生育综合改革提出了若干建议。
This paper discusses, according to the working practice, the problems faced by the comprehensive reform of family planning and solution of population issues. It points out that to address the population issues is the goal, while the comprehensive reform is the means of acbieving the goal. The reform involves transformation of system and innovation of mechanism, and the former is to be implemented from top to bottom whereas the latter vice versa. These two parts of the reform act in sequence, associating with each other, and promoting jointly the reform process. In addition, suggestions are proposed here in the paper concerning the comprehensive reform.
