摘要
服务型政府是我国行政管理体制改革的总体目标,善治是现代公共管理的新模式,是实现服务型政府的必经途径。社群主义提出的公益优先、均衡个人与社会、维护社会公平、建设积极政府等主张,对创建服务型政府、实现善治有着重要的启迪作用。
Service -oriented government is the overall objective of China＇s reform on administration system. Good governance is a new model of modern public administration and is the necessary way of establishing a service - orientated government. The communalist propositions on primacy of common interest, balance between individuals and the socie- ty, safeguarding social equity and construction of a positive government are inspirational for us to establish a service - orientated government and achieve good governance.
