摘要
发展"低碳经济"是目前世界各国的共识,我国必须走中国特色的"低碳经济"发展道路。长期以来,我国在发展"低碳经济"上进行了积极努力的探索,并已取得明显成绩。然而,目前我国仍面临国际社会、自身能源和环境污染等诸多压力,使得我国进一步发展"低碳经济"具有必然性和紧迫性。我国公共财政支持、推进"低碳经济"应实行科学发展、可持续发展、社会和谐以及区域协调四大原则,同时还应从预算科目设置、财政投资、转移支付、政府采购、收费与税收政策等方面进行制度构建和完善。
Low-carbon economy is a hot issue of global concern. China must take the path ot development of low-carbon economy with Chinese characteristics. China is the country that develops the low-carbon economy early and has made remarkable achievements, At present, however, China is faced with many pressures from the international society, its own energy resources and environmental pollution. Therefore, it is necessary and urgent for China to develop the low-carbon economy. When the low-carbon economy is supported and propelled by public finance, the four principles should be followed, i.e. scientific development, sustainable development, social harmony and regional coordination. Meanwhile, the institutional construction and perfection should be carribd out from such aspects as the budget subjects setting, the public financial investment, the transfer payments, the government procurement, the charges and the tax policy.
