摘要
政府绩效管理是政府管理创新的一部分,关系到政府职能和运行机制的转变,有利于提升政府管理能力和管理水平。推动西藏地方政府管理创新、提高西藏地方政府的效率与质量,政府绩效管理是关键。西藏实施政府绩效管理,必须以科学发展观为价值取向,建立健全政府部门及其领导干部绩效管理体系,依靠机制和体制的作用,进行科学的政府绩效管理。
Performance management, as a part of governmental administration innovation, is not only related to the transition of government functions and operation mechanism but is beneficial to the upgrading of the governmental administrative capability and the quality of management as well. Being the key to the governmental administration innovation of Tibet local government, the implementation of scientific performance management in Tibet must rely upon Scientific Outlook on Development as its value orientation and the establishment of performance management mechanism for governmental sectors and leading cadres.
