摘要
近年来,随着各种突发性自然事件和社会事件的不断涌现,政府对突发公共事件的处理能力面临着巨大的挑战和考验.我国政府在处理突发事件的管理机制存在着哪些不足?应如何建立和完善政府危机管理机制?本文以2003年SARS为个案,对上述问题的解决试作阐述.
As the natural and social accident spring up in recent years, the government＇ s ability to deal with the public accidents is faced with great challenges and tests. This paper attempts to elaborate the solutions to the problems such as finding out our management mechanism＇ s defects in handling the accidents, as well as establishing and perfecting the mechanism.
