摘要
由于缺乏立法的支持和对制度本身的深刻理解,运行多年的高校学生申诉制度依然存在完善的广泛空间,本文就此提出构建一部高校学生申诉法、重组高校学生申诉处理委员会、培养申委会委员的法律方法等若干策略,以期让高校学生申诉制度的治权(权力)和维权(权利)功能真正达到统一.
Due to the lack of the legal support and the deep understanding of the system itself, the complaint system of uni- versity students leaves much space to be perfected though it has been put to use for many years; therefore, this paper puts forwards strategies concerning constituting an complaint system of university students, reorganizing a complaint settlement committee uni- versity students, and working out legal methods of training the committee members, the purpose of which is to realize the unification of the authority of the complaint system of university students and the functions of its right maintenance.
