摘要
随着我国开放型经济体系构建与区域经济一体化的进程,对区域创新系统规划与建设提出了新的要求。首先分析了我国区域创新系统建设的现状与面临的问题,通过对开放型经济体系、区域经济一体化与区域创新系统之间内在关系的剖析,提出新型区域创新系统规划与建设的目标、关键点与实施路径。包括三方面①创新系统边界的空间延展;②创新系统的二维开放;③以总体观为指导,注重双层面创新。
China＇s open economic system construction and regional economic integration process,puts forward new requirements for regional innovation system layout and construction. This paper firstly analyzes the current status and problems of China＇s regional innovation system construction. It puts forward target,key points and implementing route of layout and construction for new regional innovation system through analyzing the internal relation among open economy system,regional economy integration and regional innovation system. It includes three aspects：①the space extension of innovation system boundary;②two-dimensional openness of innovation system;③focusing on the dual-layers innovation with totality theory as guidance.
