摘要
江苏是一个矿产资源紧缺的省份，但又是一个矿产资源消耗的大省。可持续开发利用，是解决本省矿产资源开发利用的一个全新的模式。就实施矿产资源的可持续利用提出了一些原则、途径、措施等。
With economic development, large population and high energy and raw mineral consumptions, Jiangsu Province is deficient in mineral resources. Originated in the 1980s, the sustainable development is a new model to solve the problems confining population, resources and environment. According to the viewpoint of sustainable development, some principles, ways and measures, which carry further development and utilization of minerals resources in Jiangsu, have been raised based on the analysis of the development state and present problems about the mineral resources.To generalize, there are four principles presented:1.sustainable,2.marketing,3.precedence benefit,4.fair and square and five systems:1.saving type of development and utilization of mineral resources,2.open type of mineral supply,3.hightechnical type of comprehensive utilization for mineral resources,4.low or nonenvironmental pollution type of production and consuming for minerals,5.accounting measurement for mineral resources. The sustainable development, measurement and utilization of mineral resources will put Jiangsu in a good position to develop economy, improve environmental quality, regulate industrial structure and compete the world.
