摘要
"要创造条件让人民批评、监督政府",这是中国政府的庄严承诺。毫无疑问,政府信息公开制度就是实现上述承诺的有效路径。具体来讲,在国家民主政治建设、提高政府公信力、反腐倡廉、推动经济建设等方面,政府信息公开发挥着不可或缺的作用。但受制于观念、利益、范围界定等因素的制约,应当从文化、制度、法规实施等方面着手使得政府信息公开制度落到实处。
＂To create the conditions for the people criticize and supervise the Government＂, which is the Chinese government＇s solemn commitment. There is no doubt that the open government information system is an effective path to achieve these oommitments. Specifically, at the national democratic construction, increasing government credibility, fighting corruption, promoting economic construction and publicizing government information play an indispensable role. However, it is restricted by concepts, benefits and scope of the definition of other factors.
