摘要
阐述了气候变化的严峻形势下,全球采取国际合作的应对措施,介绍了全球清洁发展机制(CDM)项目的开展情况及国际碳排放配额交易体系。在研究我国CDM项目开发现状及风险的基础上,提出了我国CDM的发展前景及碳排放交易的远景展望。在给出碳排放交易框架性研究及发展对策的同时,也指出了下一步碳排放交易机制比较研究的必要性。
The countermeasures raised up by global international cooperation were described under the grim situation of climate change and the present situation of the world′s Clean Development Mechanism（CDM） projects and the international carbon emissions quota trading system were introduced.Based on the research of development status and risk of China′s CDM projects,the development prospects of CDM and carbon emissions trading were proposed.The research framework of carbon emissions trading and development countermeasure were presented,pointing out the necessity of next step comparative study of carbon emissions trading schemes.
