摘要 为了增进干旱管理的科学性、系统性,总结干旱的定义、特性及管理理念;评述干旱风险管理的实践手段,即从干旱监测、旱灾风险分析和防灾减灾对策措施3方面构建干旱防灾减灾计划。归纳干旱监测的对象、方法,旱灾风险的含义及评估方法,防灾减灾对策措施的内容及组织形式。基于国内外干旱防灾减灾计划的现状和发展趋势,指出其存在系统性不足、针对性差等问题。 In order to promote scientific and sys management ideas for drought are briefly reviewed. tematic drought management, the definition, characteristics, and Practical approaches to drought risk management are summarized, including establishing a drought mitigation plan, which normally contains three basic components: a monitoring system, risk assessment, and prevention and mitigation. The objects and methods of drought monitoring are briefly reviewed. The content of drought risk and risk assessment, and the framework of drought prevention and mitigation are also presented. Based on the current status and development tendency of drought prevention and mitigation plans in China and other countries, it is pointed out that the plans are insufficiently systematic and pertinent.
