摘要
在我国广大的西部地区，妇女约占总人口的一半，是建设社会主义物质文明、政治文明、精神文明和构建社会主义和谐社会的重要力量。受经济和社会发展水平及原有体制、观念、社会文化等因素的制约，西部妇女人力资源开发仍然滞后，全面促进性别平等和妇女发展还面临许多新情况和新问题。研究西部妇女人力资源开发，对于在和谐社会建设中发挥妇女的潜能，调动妇女的积极性，促进西部妇女与男子平等参与、共同受益具有重要现实意义。
Occupying half of the whole population, western females are the important forces to establish socialist material, political and spiritual civilizations. They also help to construct harmony society. Restricted by economy, social development level, old system, ideas and cultures, the exploitation of female human resources still lags behind, so promoting gender equality and women development will face many new problems. Research on the exploitation of western female human resources is of great significance to tapping women＇s potentials, mobilizing their initiatives and gender integration and the benefit of both females and males.
