摘要
监督客体的缺陷并不是导致监督失效的直接原因,但它是有效监督的前提,它直接确定了监督质量的上限,所以森林资源监督的低效率并不一定缘于其自身,有相当大的可能由监督客体的因素所造成,本文从森林资源监督客体的多级委托代理、林业主管部门的双重管理体制、林业企业政企不分三个方面说明监督客体对森林资源监督质量的影响。
The shortcomings of supervision object is not a direct cause of the supervisory failure, where as it is a prerequisite for effective supervision, and directly determine the upper limit of the quality of supervision. Therefore, the low efficiency of forest resources supervision is not necessarily due to its own, it is very likely caused by the factors of Supervision object. This article explains the influences of the forest remurces supervision object on the quality of supervision through three aspects, Multilevel principalagent of forest resources supervision object, dual management system of Forestry department, and the ambiguous functions of the government and enterprises.
