政府在产业集群发展中的作用研究 被引量：2

摘要 产业集群是现代经济发展的一个趋势,已成为当今世界的一种新型产业组织形式。它兼顾了企业和市场的双重优势,不同地区可以通过产业集群的培育和持续发展来提升区域经济竞争力,但其在公共产品提供、负外部性、发展不平衡性等方面仍存在不足。政府作为制度的提供者,应承担起弥补其不足、推进其发展的重任,而在产业集群发展的不同阶段,政府的作用方式和重点也不一样。
