摘要
西部农村工业化和城镇化是中国农村全面实现城镇化和工业化的重中之重,促进西部农村工业化和城镇化耦合发展是加快我国农村工业化和城镇化进程的必要环节。西部农村工业化和城镇化耦合发展不容乐观,呈现出低水平非耦合发展的现状,严重制约着西部农村工业化和城镇化进程。对西部农村工业化和城镇化非耦合发展的制度成因进行了分析,并试图从农村社会基础环境、小城镇建设、农村人力资源开发以及乡镇企业4个方面构建促进西部农村工业化和城镇化耦合发展的制度创新框架,为政府制定政策提供理论参考。
Rural industrialization and urbanization in western area is the key in overall realizing rural industrialization and urbanization, and promoting the coupling development of rural industrialization and urbanization in western area is the essential link for speeding up the process of rural industrialization and urbanization in China. The paper points out that the current status of lower asynchronous development seriously restricts the process of rural industrialization and urbanization in western area and proposes the system innovation framework to promote its coupling development of rural industrialization and urbanization from four aspects of rural social basic environment, construction of small towns, development of rural human resource and rural enterprises based on analyzing system reasons of its asynchronous development to provide a theoretical reference for policy-making by governments.
